Shandong Tongxing New Energy Completes 25-Day EV Charging Infrastructure Study in Vietnam

The study aimed to evaluate Vietnam’s readiness for EV charging infrastructure expansion, identify technical and regulatory requirements, and explore strategic partnership opportunities. With Vietnam’s EV market projected to grow at over 100% annually—driven by domestic champion VinFast and supportive government policies—the visit provided critical on-the-ground intelligence for Shandong Tongxing’s export and investment strategy.

Hanoi: The capital has a high concentration of VinFast VF series vehicles, but public AC charging ports remain insufficient. Local authorities expressed interest in deploying more 40kW DC fast chargers in residential and commercial clusters.
Hai Phong: As a major industrial port city, demand is driven by electric delivery vans and taxis. The delegation inspected a pilot smart charging lot at Dinh Vu Industrial Park.
Bac Ninh: Home to numerous electronics and EV component factories, Bac Ninh shows potential for workplace charging. Several factory managers requested customized charging solutions for employee fleets.
Ho Chi Minh City: The southern metropolis has the highest EV density in Vietnam. The delegation met with potential distributors and real estate developers to discuss fast-charging installations at shopping malls and apartment buildings.
Technical and Regulatory Highlights
During the 25-day mission, the team validated several critical market entry requirements:
CR Certification: Confirmed that all DC chargers exported to Vietnam must obtain compulsory CR certification based on TCVN 13078-1:2020 (equivalent to IEC 61851-1:2017).
Connector Standard: VinFast’s widespread adoption of CCS2 (DC) and Type 2 (AC) standards aligns with Shandong Tongxing’s existing product line.
Import Tariff Advantage: With a valid FORM E Certificate of Origin, Chinese-made chargers enjoy 0% import duty under the ASEAN-China Free Trade Agreement (ACFTA).
Strategic Outcomes
The delegation signed preliminary cooperation agreements with two Vietnamese infrastructure operators and one engineering firm. These agreements cover the supply of 40kW DC fast chargers, technical assistance for CR certification testing, and a joint pilot project for a cloud-based charging management platform.
